Getting Power Armour is easy you do all the important story quests and you will end up at the Cidatel where you meet the Elder he grants you permission to get Power Armour training then you speak to a man named Gunny in the Citadel he will train you If you want the Power Armour you will need to go to D.C and wander around the trenches till you find a dead Brotherhood Of Steel Knight and loot his Power Armour then get it repaired by someone for about 1000 caps (for both Helmet and Armour) and you have Power Armour :D. You also get it for free when you accept the last story quest with 100% Durability providing 40 Defense on the Armour and 8 Defense on the Helmet hope this helps
